YAN• <br />PLANNED DEVELOPMENT OVERLAY DISTRICT <br />The Applicant wishes a Planned Development Overlay (PDO) District to be created inorder to <br />allow more creative, economical, and efficient use of the land. The Lino Lakes City Council is <br />required to review the plan to meet the Planning and Zoning Section 9 Subd. 3 Part D. <br />Substantive Criteria for Review and Approval. The criteria and proposed finding in fact are as <br />follows: <br />1. Density. The average density of the PDO shall not be greater than that which applies <br />to the existing zone where the PDO is proposed as established by in the Zoning <br />Ordinance. <br />Finding: The proposed development is in the Shopping Center Zoning District which has . a <br />building coverage / green area requirement of 75 %/25 %. Applicant is proposing <br />71 %/28 %, which are within the Shopping Center Zoning District requirements. <br />2. Minimum Open Space. Ten (10) percent of the total parcel area. <br />Finding: The Applicant has meet this requirement with 28% green space and in addition will <br />pay the Park Dedication fee. <br />3. Height, Setback, and Lot Coverage Regulations. All such restrictions shall be waived in <br />development of a PDO except along the perimeter of the development as long as the <br />project complies with average density and open space provisions of this Ordinance. <br />Finding: The proposed development does not have any buildings in excess of 45' tall, nor does <br />it have any buildings or parking spaces in the required setbacks, nor does it have more <br />floor area than allowed. <br />4. Environmental Design considerations shall be incorporated into the PDO process by <br />requiring existing natural amenities, landscaping, and a proposed landscaping plan to <br />be submitted during the review.process. <br />Finding: The existing wetland basin in the northeast corner of the site is to remain in a natural <br />state and untouched by the construction activities. The applicant has submitted a <br />landscaping plan in the review process and the City Council finds the landscaping plan <br />acceptable and meets the environmental design considerations. Off site wetland <br />mitigation is planned. Applicant is working on a proposal with Anoka County Parks <br />and the Rice Creek Watershed District to construct the necessary newly created <br />wetland requirements. <br />5. Traffic Circulation <br />Finding: The City Engineer has prepared a traffic study for the project site and has included <br />other projects and objectives of the City of Lino Lakes transpartation plan.
