COMPREHENSIVE PLAN REFERENCES: <br />ENVIRONMENTAL BOARD COMMENTS: The following is a summary of the comments <br />made by the March 28, 2001 Environmental Board: <br />Recommendations include all of the staff recommendations listed above in <br />project trac report to The Environmental Board on March 28th, and in <br />addition the Environmental Board made the following recommendations: <br />• Those cul de sacs proposed by the developer to be devoid of curbing are <br />allowed with surface water trained into retention swails along side of <br />the road. <br />• That the angle of the townhomes as positioned on the plan be opened up <br />if possible in the area between the water /tree swaile area on the south <br />side of the townhome area. • <br />• That the Environmental Board advises that this is a High Ecological <br />Value Zone based on the City Environmental Inventory, and that wetland <br />should be buffered as much as possible. <br />• That the Developer has agreed to involve the Environmental Board in the <br />language of Homeowners Association Agreements to include issues such as <br />zero phosphorous use and soil preparation. That the Environmental <br />Board would be established as the City review Board for the future <br />management of this area. <br />• The use of native plants in drainage and buffer areas. <br />FINAL VOTE COUNT: <br />Board Member <br />FINAL VOTE DATE: <br />March 28, 2001 <br />Yes No <br />6 <br />ENVIRONMENTAL Coordinator Date <br />1 Update Information: <br />1 Comments from the Planning and Zonning Board are in the attached draft <br />minutes ( P &Z). <br />1 Planning and Zoning continued Spirit Hills and showed opposition to <br />Townhomes. The Planing and Zoning Board directed the applicant to <br />remove the Townhomes. The draft Comp Plan shows at least a portion of <br />this area to the south zoned for townhomes. The developer stated that <br />the 2,5 acres alloted in the draft comp plan was insufficient to make <br />town home construction economically feasible. <br />• Attached is the DNR report on this site. <br />STAFF COMMENTS /ISSUES FOR CONSIDERATION: <br />1 I have no new plans to give you at this time. <br />
