City of Lino Lakes - Development Framework <br />page Page -by -Page Comments and Questions by WUI Work Group <br />Consider adding a policy on the importance of cost - effective aggregate resources to <br />city's development. <br />#2. Such areas should be located and avoided as construction sites if at all possible. Only <br />if there is no alterative locations should drain tiles be required. <br />23 Storm Water /Wetlands Drainage <br />Please fix caption by adding punctuation between the words wetlands and drainage. <br />#1. The City is encouraged to examine their 1994 plan and determine if it is still current. <br />To the extent reasonable for Lino Lakes soil and water regimes, the City is encouraged <br />to integrate alternative stormwater management strategies incorporating on -site <br />filtration and infiltration that are sometimes referred to as "low impact development" <br />(LID). <br />#2. Again, this implies that the only reason for protecting wetlands is their future value for <br />stormwater management. Delete the 2' sentence. <br />#3. This provision is unclear. A clear policy to design development so that storm sewer <br />systems are unnecessary would make sense. <br />#8. Delete this policy. The City needs to comply with the 2 watershed district plans <br />anyway. Perhaps this policy could be to work closely with the districts in <br />development of future stormwater management plans. <br />24 -25 Growth Management <br />The City is encouraged to consider how its extensive wetlands, high water table (an <br />fluctuations in that), soil conditions, and implications of increased development on <br />storm water management (including impacts on existing development if water regimes <br />change) may limit sound development and to use that as a factor in determining how <br />much growth is reasonable. The City is also encouraged to add a goal that the extent <br />and pace of growth be consistent with the City's natural resource conservation goals. <br />26 -33 Land Use <br />26 -29 General Policies <br />In the general and/or residential sections, the City is encouraged to add policies related <br />to reducing the risk of property damage from wildfire. DNR can provide the City with <br />additional information on Firewise Communities (i.e. having development defensible <br />from wildfire through provision of alternative escape routes, buffers between highly <br />flammable vegetation and structures, fuel control, etc.). <br />28 -29 Rural Goals & Policies <br />Consider adding a policy on conserving working forests and tree farms. Note: <br />working forests are forest lands (be they native or plantations) which are actively <br />managed for uses e.g. Christmas trees, timber, fire wood, non - timber forest products, <br />etc. <br />29 -30 Residential Goals & Policies <br />#8. Does the city have adequate procedures for identifying, enforcing, and treating failing <br />septic systems? Perhaps the City should consider a study of the adequacy of the <br />existing on -site systems in order to identify areas where MUSA may need to be <br />3 <br />
