23 Storm Water/Wetlands Drainage [note: this caption needs fixing in plan]
— Do the policies adequately protect wetlands from stormwater impacts?
1. re: Lino Lakes Local Water Management Plan, 1994
— Is this plan still current? Does it appropriately integrate LID concepts?
3. "Prohibit development on or alteration of natural drainage system components where
storm water can be adequately managed without construction of storm sewer."
— What does this statement (above) mean? Is a separate statement on protecting
natural drainage systems be made? Should a more explicit reference to LID be
made?
7. re: Shoreland Ordinance
— Is the Shoreland Ordinance current? Does it adequately define buffers?
8. [Check Env. Bd. comment on lawsuits related to maintaining ditches]
24 -25 Growth Management
— Is it appropriate for WUI/DNR to comment on growth management? (i.e. the
draft plan proposes growth less than Met Council target, but Env. Bd. says that
is too fast & not enough controls are incorporated into the plan)
26 -33 Land Use
26 -29 General Policies
— What about a policy (general & /or residential) on applying firewise
communities principles? (i.e. having development defensible from wildfire
through provision of alternative escape routes, buffers between highly
flammable vegetation and structures, etc.)
28 -29 Rural Goals & Policies
— Should a policy be included on conserving working forests and tree farms?
29 -30 Residential Goals & Policies
8. Re: retaining existing unsewered single family land uses
— What are the implications of this on pollution etc? Should there be a qualifier
related to what happens in the event of septic failures?
30 -33 Commercial Goals & Policies
32 Industrial Goals & Policies
— Should a goal on avoiding destruction of natural features be added in both the
commercial and industrial sections? [See rec. of Env. Bd.]
34 -37 Transportation
— Both the goals and policies (Streets, #6) refer to "establish a street system that
connects isolated neighborhoods ", yet the inventory frequently refers to
wetlands and other natural features as being a primary factor which causes the
isolation. Therefore, is a statement needed on not impacting natural resources in
the process of providing connections?
36 Pedestrian/Bicycle Trails [Policies]
— Is this section adequate?
2
