• CITY of <br />LINO LAS <br />10/24/94 <br />Introduction <br />The User Manual portion of the Local Water Management Plan is <br />intended to be used by city staff and engineers working in the city. <br />It contains all pertinent information of facility design, maintenance, <br />capital improvements, and the water resources inventory. <br />Contained in the standards for facility design is guidelines for <br />hydrology and hydraulic calculations. The standards also describe <br />how hydrologic, hydraulic, and water quality data is to be <br />generated and checked. This section also contains information on <br />current wetland regulations (Wetland Conservation Act) and M.S. <br />103B.3365: Water Retention Law. <br />The maintenance section describes guidelines the city will use to <br />assure that the drainage system operates efficiently and that <br />sedimentation basins continue to improve water quality. Also <br />included in this section are maintenance items related to best <br />management practices (BMPs). <br />Implementation of the LWMP is outlined in the Implementation <br />Plan (UP) section. Detailed descriptions of each capital expense <br />proposed are included in the Watershed Data section. A priority <br />and time table is established for each project so the city can <br />determine the method(s) of financing the improvements. <br />;A water resources inventory section describes the ponding areas. <br />Detailed descriptions of each minor watershed is included in the <br />Watershed Data section. Information for the inventory was <br />compiled from several sources. Theseindude RCWD, developers, <br />and city drainage studies. The information present is a summary <br />of the available data. More current information will be added to <br />the inventory as it becomes available. <br />The Manual ends with a Watershed Data section. Detailed data on <br />each minor watershed is included in this section. <br />Appendix A contains figures required when using the Users <br />Manual. A description of the wetland classification system is in <br />Appendix B. Finally, Appendix C contains a developers guide. <br />The developers guide has standard input sheets for hydrologic, <br />hydraulic, water quality, and WCA data.
