• <br />8410.0100 <br />problems that cannot be resolved by preventative actions shall <br />investigate the feasibility of implementing structural solutions <br />that would remediate or resolve each problem. <br />B. For each structural solution proposed, each plan <br />shall provide a cost estimate and a recommendation as to how it <br />should be funded. <br />C. Each potential structural solution identified <br />under this part shall be assigned priorities. Existing local controls. Each plan shall <br />review the impact of local controls and programs required by the <br />plans according to part 8410.0100. This review shall include <br />concerns expressed by counties, cities, and townships with <br />respect to their administrative and financial capabilities to <br />adopt and enforce the controls and programs in addition to a <br />table that generally describes the status of local controls and <br />programs of affected counties, cities, and townships with <br />respect to that required by the plan. <br />Subp. 2. Financial impact on local government. Each plan <br />shall contain an analysis of the financial impact of <br />implementation of the proposed regulatory controls and programs <br />identified under part 8410.0100. The analysis shall include, at <br />a minimum, an estimate of the costs associated with the plan's <br />implementation and anticipated sources of revenue. <br />Subp. 3. Adoption by reference.
