8410.0150 <br />B. The executive director shall determine whether <br />there is a basis for a complaint before reporting the complaint <br />to the board. The executive director shall ensure that the <br />affected organization is notified of the complaint and given an <br />opportunity to respond to the allegations before determining <br />whether there is a basis for the complaint. <br />C. If the executive director determines . there is a <br />basis for the complaint, the complaint shall be reported to the <br />board. The affected organization shall be given an opportunity <br />to appear before the board at the time the complaint is reported <br />to it and respond to the allegations in the complaint. The <br />complainant shall also be given an opportunity to appear. <br />D. Each local plan must include <br />sections containing a table of contents; purpose; water resource <br />related agreements; executive summary; land and water resource <br />inventory; establishment of goals and policies; relation of <br />goals and policies to local, regional, state, and federal plans, <br />goals, and programs; assessment of problems; corrective actions; <br />financial considerations; implementation.priorit_ies; amendment <br />procedures; implementation program; and an appendix. Each <br />community should consider including its local plan as a chapter <br />of its local comprehensive plan.
