To reduce sediment transport and control erosion on construction sites, the RCWD has set a <br />policy which states that a developer must provide all measures necessary to contain sediment <br />and control erosion. <br />Objective D: Promote Groundwater Recharge <br />A portion of the RCWD provides groundwater recharge to the Prairie du Chien - Jordan <br />aquifer and surficial aquifers. The Metropolitan Surface Water Management Act encourages <br />the recharge of surface water to groundwater aquifers. The policies of the RCWD encourage <br />this recharge and protect recharge areas from potential sources of contamination. <br />Groundwater recharge can occur in the area of floodplains. It is the policy of the RCWD to <br />restrict impervious areas within the floodplain in the recharge area of the Prairie du Chien - <br />Jordan aquifer or surficial aquifers. <br />Portions of the RCWD have experienced groundwater contamination. This groundwater <br />contamination generally resulted from improper disposal of hazardous substances. The <br />policy of the RCWD is to protect recharge areas from future sources of contamination. <br />Objective E: Protect and Enhance Fish and Wildlife Habitat and Recreation <br />The water resource management objective for the RCWD is to protect and enhance fish and <br />wildlife habitat and water - oriented recreation. The policies of the RCWD promote and <br />encourage coordination with the Minnesota Department of Natural Resources whose primary <br />responsibility is to protect and enhance fish and wildlife habitats and protect rare and <br />endangered species. <br />The policy of the RCWD is to preserve wetlands which provide a habitat for game fish <br />spawning and wildlife. There are several areas within the RCWD that provide unique <br />habitats for wildlife management. The most unique of these is the Lamprey Pass Wildlife <br />Management Area in Subwatershed 1. <br />This planning document has previously identified as an important water management <br />objective the preservation of open space and natural wildlife areas which are an essential <br />part of the ecosystem. The RCWD Managers have no explicit responsibilities for developing <br />parks and open space or managing water -based recreation. However, there is a substantial <br />4-5 10/5/93 <br />
