commonalty of interest, particularly with regard to the overall approach taken toward <br />"protection" of open space with many other units of government. For this reason, the policy <br />of the RCWD is to coordinate with the state, counties, and municipalities to enhance their <br />ongoing recreational programs which may be affected by water resource management <br />activities. <br />Objective F: Provide for the Transition of Water Management to Local Units <br />One of the main purposes of the Metropolitan Surface Water Management Act is to transfer <br />water management responsibilities to local units of government. Surface water management <br />planning and regulations are currently done by watershed districts and state agencies. <br />When local surface water management plans are complete and approved by the RCWD, the <br />local unit of government will implement their own plans. The RCWD will have a continuing <br />responsibility to monitor and ensure implementation of local plans. <br />These six objectives and associated policies of the RCWD form the framework for water <br />resource management decisions.
