If the replacement plan is not <br />completed by June 30, 1995, replacement of the impacted wetland <br />becomes subject to the process and provisions in parts 8420.0500 <br />to 8420.0630. This does not apply to phased projects approved <br />during the interim period. Generally. No person shall drain or fill a <br />wetland, wholly or partially, without first having a wetland <br />value replacement plan approved by the governing body of the <br />local government unit, or the lead local government unit if so <br />designated by the board, consistent with parts 8420.0120 to <br />8420.0290, and provided that the activity is not prohibited <br />under the special considerations provisions in part 8420.0540, <br />subpart 9. <br />Subp. 2. Preapplication conference and site visit. Before <br />preparation of a wetland value replacement plan, it is <br />recommended that the landowner meet with the local government <br />unit for a preapplication conference and site visit. The local <br />government unit is encouraged to inform the landowner of all <br />sequencing requirements and the criteria used to evaluate <br />replacement plans.
