9 <br />CITY OF <br />LINO Lis <br />10/24/94 - <br />Introduction <br />The Policy Document portion of the Local Water Management Plan <br />is intended to be used by City staff, Mayor and City Council. It <br />contains the foundations for water management in the City and <br />describes how the plan is administered. <br />The Policy Document begins with a Background section. This <br />section discusses why a plan is required and thus be developed. <br />Also discussed in the section is what should to be included. in.local_ <br />watershed management plans. <br />A Goals and Policies section follows the background section. The <br />goals and policies of Lino Lakes Local Water Management Plan <br />provide for guidance, future development and growth while <br />minimizing surface water problems and enhancing the <br />environment. <br />The third section is for administration of the plan. Permitting, <br />administrative responsibilities, modifications to current City <br />regulations, implementation plan (OP) and financing alternatives <br />are discussed in the Administrative section. <br />How the plan is amended is discussed in the final section of the <br />Policy Document. For the plan to remain dynamic, an avenue <br />must be available to implement new information, ideas, methods, <br />standards and management practices. <br />The appendices include a literature review and-figures which aid <br />the policy makers in reviewing the hydrologic system of the City. <br />Data can be added to the appendices as more information becomes <br />available or relevant. <br />Local Water Management Plan SEH NO: LINOL9402.00 <br />Policy Document Page 4 <br />
