April 9, 2001 <br />Mr. Jeff Smyser <br />City Planner <br />City of Lino Lakes <br />1189 Main Street <br />Lino Lakes, MN 55014 <br />Dear Mr. Smyser: <br />This letter of request is accompanied with applications and fees for Comprehensive Plan <br />Amendment and Planned Development Overlay to allow for the development of eight <br />single - family dwelling lots on the land currently described as part of Outlot D, Pheasant <br />Hills Preserve (see attached plans). Also requested is the allocation of four (4.03) upland <br />acres of available MUSA acreage. Preliminary lot layouts with building pads are shown <br />on the preliminary development plans attached. Although you indicated the rezoning will <br />be handled through the Planned Development Overlay process, I have addressed Section <br />2.Subd.1.E. of the City Zoning Ordinance (Attachment A) to justify the change in land <br />use designation. Construction commencement is expected to begin in June of this year. <br />Currently, the property is guided for rural use in the adopted 1991 Comprehensive Plan. <br />This request is to change the designation to Single Family, which would coincide with <br />the Low Density Sewered Residential designation in the more specific 2001 Draft <br />Comprehensive Plan, once it is adopted. This proposal will also require the change in <br />zoning from Rural to Single Family Executive with a Planned Development Overlay <br />(Rl -X PDO). <br />We are currently working with the Rice Creek Watershed District to receive TWAFA <br />approval. The proposal includes the building of a bridge, as well as storm -water <br />collection system to avoid any impact on the surrounding wetlands. <br />• <br />The preliminary development plan shows eight lots on 9.48 acres (412,952 square feet) for <br />a density of 1.2 dwelling units per acre. Due to the narrowness of the available upland, <br />some variation to the shoreland regulations is required, specifically setback from ordinary <br />high water level. In addition, a 24 foot paved road is proposed to serve the eight home <br />development in an effort to maximize the amount of pervious upland area.
