He urged that the debate needed to be from an <br />environmental standpoint, and not an emotional one. <br />Grundhofer stated the birds chose to live on islands, and not on the shorelines which had <br />been their traditional habitats. Asleson indicated that there was the cultural aspect of the <br />issue which was the idea the person had in their mind when they moved to the area. <br />Donlin stated she was afraid for her father's safety. He was to begin monitoring the area <br />in conjunction with the DNR, and she believed there was risk. <br />Chair Kukonen indicated that Centerville was still supporting a joint ordinance. Asleson <br />concurred, and continued that the City of Centerville was going to send out information to <br />all the people in the City. <br />Donlin mentioned that the new elementary school was to be named Blue Heron <br />Elementary, and we do not want to lose the resource so that it would be the Late Great <br />Blue Heron Elementary. The Blue Heron was the City's one identity. Asleson agreed, <br />and pointed out that Mr. Lanyon had stated that we have one or two more chances to save <br />the habitat. <br />Donlin stated that the area should not be disturbed. <br />Asleson noted that lakes were all unique, and in most cases a model is developed through <br />time. In order to develop a model, the ski club would need to cooperate. This item <br />would be on the work session next Wednesday. <br />Donlin asked if it would be a work session or a public hearing. Grundhofer answered the <br />work session for Lino Lakes would be on March 6, 2002, with the first public hearing on <br />March 11, 2002, and the second on March 25, 2002. Centerville would be having their <br />first public hearing on March 13, 2002, and the second public hearing on March 27, 2002. <br />Asleson noted all that could be done was to get the correct information out to the public. <br />O'Connell inquired about the developer trying to develop the island. Asleson responded <br />that there was a meeting of the Environmental Quality Board where a petition was <br />received. They have addressed all the recommendations from the Environmental Board. <br />Staff had met with the Watershed District and now they were in the public education <br />process. <br />O'Connell asked if there were the same number of homes. Ms. Carlson answered that <br />there was an eighth house on the cul -de -sac. <br />Asleson explained that they have complied with owner's covenants and the recommended <br />non - disturbance areas. <br />7 DRAFT MINUTES <br />
