ENVIRONMENTAL BOARD MEETING OCTOBER 30, 2002
• Page 14, Section 6: The last two sentences are blank statements. EAW
guidelines indicate this has to be more specific.
• Page 14, Section 17B: Chair Kukonen stated it would be necessary to cite
details concerning treatment systems.
O'Dea noted in the guidelines they were required to cite any water bodies that
would be affected. For this item, more detailed information and analysis is
necessary.
Mr. LeBlanc questioned in Section 18A the assumptions used for the numbers
averaging 2,800 gallons per day and 4,200 gallons per day at peak times. What
method are they using to evaluate this and how did they come up with these
numbers?
• Page 15, Section 18B: Grundhofer stated that they did not indicate a mound
system in the third paragraph. In addition, the proximity of the septic system to
the woodland and the lake should be defined.
Asleson referred to the Sandplane Model that takes the physical structure and
gives the site a rating. This site was decades to a century for surface water to get
into the groundwater, but that did not apply to the lake. If the soils were
compacted, the infiltration rate changed, resulting in runoff. He recommended
that they adequately address the soil density infiltration systems. He added that in
Lake Protection Zones, development should not take place. Extraordinary
measures should be taken to minimize impact if development does occur in Lake
Protection Zones.
Donlin inquired about the acreage of the red zone. Mr. LeBlanc answered that he
had roughly estimated 600 acres.
Donlin questioned the amount the church was paying for the land. Ms. Bor
answered that they had paid 1.2 million dollars.
Grundhofer inquired about details of the sub -grade correction and the need for the
City to approve imported soils.
• Page 18, Section 20: O'Dea posed a question concerning the location on the
map and size of the diesel fuel tank. (That it is not shown on the map.)
Halen inquired in Section 21, about at what point the Carbon Monoxide levels
became significant.
11 DRAFT MINUTES
