ENVIRONMENTAL BOARD MEETING OCTOBER 30, 2002 <br />Mr. LeBlanc questioned the regulations for the Carbon Monoxide emission levels. <br />Ms. Bor answered that the levels for cows were lower than the standards, and <br />should have been noted for that section. <br />• Page 23, Section 22: Asleson asked for clarification on how the numbers <br />related to people and animals. <br />• Page 28, Section 24: O'Dea noted there were no receptors (testing devices) <br />placed near the herons, and therefore were unable to address the heron issue. <br />Grundhofer stated that the level of noise disturbance was unknown for the birds, <br />and that monitoring is needed by a trained observer. <br />• Page 30, Section 24: O'Connell stated that the projected traffic with noise <br />levels were above state standards in three out of the four receptor sites. Ms. Bor <br />answered that Doug Fisher was a county road, and even though the standards were <br />exceeded, it did not affect the road. <br />• Page 31: Grundhofer inquired if comments were available from Rice Creek <br />Watershed District. <br />• Page 32, Section 25C: Grundhofer inquired about plans for a trail. Asleson <br />answered that they had discussed a trail down to the lake. They may be willing to <br />have a conservation easement, land trust, or have the area turned over to the <br />county with a buffer, due to the heron habitat in the Southwest corner. This <br />question should be addressed and answered in the report. <br />Mr. LeBlanc submitted that the tree line could be extended across to form the <br />buffer. Grundhofer added that there would be a need for signage. <br />Grundhofer indicated that Section 25E needed to change the answer to yes and to <br />explain their plans to minimize adverse impacts. <br />Donlin inquired about the height of the Centerville water tower. Asleson <br />answered about 100 feet high. <br />• Page 33, Section 26: Grundhofer suggested night -time lighting in the building <br />only, and no lights in the parking lot because of the lake when the building was <br />unoccupied. Chair Kukonen indicated it would be helpful to have more <br />information on lighting. <br />Schneider questioned the basis for the statement in Section 27, third paragraph <br />that the growth areas were not relevant. <br />12 DRAFT MINUTES <br />
