Ms. Bor indicated under the statute they needed to submit <br />all stages and allow plans for an environmental review. She stated that the <br />Church probably had plans for summer camps that could impact the lake. There <br />was also a barn and a farmhouse existing on the lot and it was unclear if those <br />would be utilized and under what circumstances. <br />O'Dea addressed "describing future stages," indicated that the expansion should <br />have been included in that section. <br />Section 7: Donlin stated that an 80 -foot spire would be offensive, in light of the <br />building requirement of under 36- feet. Even though churches were exempt, the <br />conditional use permit required the building be similar height to surrounding <br />buildings in the neighborhood. O'Dea added that the spire could be 60 -80 feet <br />high, and wanted the height clearly defined. <br />Grundhofer recommended there be no lights on at the site at night, especially <br />pointed upward at the spire. <br />Donlin stated that a variance must meet nine criteria, and that it would not be <br />required. There was precedence with a church. <br />Rod Kukonen requested that site compatibility be further addressed. <br />• Page 5, Section 8: Grundhofer noted that the table appeared incomplete. <br />O'Dea indicated none of the permits were discussed, but merely identified. <br />Ms. Bor stated that if the Environmental Assessment Worksheet did not go well, <br />they might not use the plan. She believed that the project should be addressed in <br />concept. If they asked the correct questions, the environment could be protected. <br />Grundhofer requested to see the permits and approvals from Table I, and to <br />postpone comments until the next meeting. Donlin questioned if by getting the <br />permits, had they not gone beyond the approval process. <br />Asleson clarified that they were listing the permits and agencies. Those agencies <br />would be receiving a copy of the Environmental Assessment Worksheet. <br />Donlin stated that a Shoreline Management Review should take place. <br />6 DRAFT MINUTES <br />
