ENVIRONMENTAL BOARD MEETING OCTOBER 30, 2002 <br />Grundhofer indicated that at the November 20, 2002 meeting she would like to <br />the comments from Table I. <br />• Page 5, Section 9: Donlin stated that they had not discussed project <br />compatibility with adjacent homeowners and nearby land uses. It was further <br />stated that within a 1/2 mile there are 38 residents not directly on the property line <br />as well as public utility property, and that the 1' paragraph is not accurate. <br />• Page 6, Section 9: O'Connell noted that on 20th Avenue there were nine <br />homes adjacent to the site. <br />Ms. Bor indicated that 20th Avenue was zoned light industrial. She stated that her <br />family had lived there for six generations. She found that in the text that the first <br />paragraph was not accurate in the number of homesteads. In the third paragraph, <br />the reference to the Comprehensive Plan was incorrect. In the fourth paragraph <br />the Pig's Eye Wastewater Treatment Facility was used. In addition, the tile <br />system from 1910 was inadequate and there was ponding in the Rehbein addition. <br />O'Dea indicated that land use concerning Environment did not address the <br />Minnesota Land Cover Classification. Chair Kukonen agreed the Environmental <br />Assessment Worksheet was lacking in many areas. He asked for clarification in <br />Section 10 where the numbers changed from 7.2 to 48.6 for brush/grassland <br />classification. <br />O'Connell stated that the concept of rainwater guards was good. She referred to <br />page 12, and noted that all impervious needed to be addressed. Kukonen added <br />that the number given was 15 acres, when on page 12 the number given was 50 <br />acres. <br />• Page 7, Section 11: Asleson noted that he had given the developers the cover <br />type natural features map and information on the aquatic survey. These were <br />absent from the discussion section. <br />Grundhofer stated that she would like to see a MLCC map included in the <br />document, and more detail in the Natural Features section. <br />O'Dea indicated that they were unable to assess the impact because there was not <br />enough data available. Asleson answered that the information and maps were <br />available. He also mentioned that there were no construction limits indicated. He <br />recommended that they add the City of Lino Lakes, and the Peltier Lake <br />Association in the fifth paragraph. They should not state their assumption that the <br />birds would not be impacted, if other experts could not. He urged a monitoring <br />standard and a plan to stop contractors, should observers indicate it necessary. <br />DRAFT MINUTES <br />
