Agenda Item 5A <br />Environmental Board Meeting Date: January 29, 2003 <br />Topic: Living Waters Lutheran Church /Site Plan Review /CUP <br />Background: <br />Living Waters Lutheran Church is located at 625 Birch Street. Please see <br />(Attachment 1), Base Map and MLCCS. Also enclosed is the Site Plan <br />(Attachment 2). <br />Application and approval to build /CUP for Living Waters Lutheran Church <br />occurred in April 1993. The new application submitted by Living Waters Lutheran <br />Church is to build an addition on to the existing building to build a new sanctuary. <br />Although the proposed building meets all Lakeshore set back requirements, The <br />building site is approximately 160 feet from a banded PEM /SS1C and PEMF <br />wetland bordering the Lake, and 600 to 700 feet from the Lake. These wetlands <br />generally start at the existing tree line, and extend to Reshanau Lake. The <br />wetland soils are shown in (Attachment 4). Surface water flows through these <br />wetlands. Please see digital Elevation Model (Attachment 5). <br />This area is not included in a Lake Protection Zone. However, there is protection <br />Zones 1 and 2 on the lakeside of the property (Attachment 6). Originally, this <br />area was surveyed as Lake. See (Attachment 7). <br />The Church site is just inside an area classified by the Anoka County Ground <br />Water Model as Very Sensitive to ground water pollution (Attachment 8). <br />There is an existing 0.16 acres of proposed new impervious. This would make <br />the total site impervious 1.62 acres. <br />Two trees are proposed for removal. One tree is a 3" maple and the other is a 6" <br />maple. The church is proposing to replace these trees with two 2.5" maples and <br />one 6' spruce tree. <br />Additional Sugar maples and Black hills spruce are proposed for screening the <br />residential area to the East. <br />An existing church spire will be moved on the site. The spire is 40 to 45 feet tall. <br />There is no additional lighting proposed for the church. <br />
