• <br />Analysis: <br />Since 1993 (the time The church was built), the Environmental Board has <br />consistently asked new surface water management features to buffer watershed <br />features. The Area to the North is designated as a High - Priority Protection Area <br />in the Lino Lakes Handbook for Conservation Design. Soils in this area are <br />sandy, and pervious. If an infiltration train were designed into the site plan, there <br />appears to be enough separation between the OHW and a designed <br />rainpond /swail area. The rain pond area must be in an area where the <br />Seasonally high water table is at least 3 feet from the bottom of the pond. Please <br />refer to (Attachment 8). The seasonally high ground -water level should be <br />verified. Peak flow analysis indicates a .23 cfs increase in water volume flow in a <br />two year event, a .32 cfs increase in water volume flow in a 10 year event, and a <br />.36 increase in water volume flow for a 100 year event for the entire site. The <br />basin should be designed if possible to accommodate this extra surface water <br />volume, if not for the entire site. Additional ponding is shown in the turf areas. <br />Surface -water analysis information is being reviewed by the City Engineer. <br />The soil areas around proposed remaining pervious areas should be protected <br />from compaction during construction. A buffer of native plants incorporated into <br />edges and a surface- water - treatment -train should be planted. Ground story <br />materials should be native in the ponding and drainage areas. All proposed sod <br />areas should have at least 4 inches of topsoil tilled thoroughly into the subsoil as <br />deep as possible. <br />A detailed landscape plan should indicate more foundation plants. A few oak <br />trees should be planted into the surface water treatment areas. Suggest <br />changing the Sugar maples to a variety of Red maple or oak. <br />Although there is no proposed lighting for the added space on the church, the <br />possibility exists that there may be a need to light the building in the future. If this <br />should happen, than the lighting should be down ward focused, no -spill type <br />lighting. <br />Environmental Board Comments: <br />• Options: <br />
