r <br />Agenda Item 6B <br />Environmental Board Meeting Date: February 26, 2003 <br />Topic: Dairy Queen Grill and Chill /PDO /Plan Review <br />Background: <br />The Lino Lakes Market Place plan review was completed in 2001. In 2001, the <br />Environmental Board reviewed the Market Place without user definition. The <br />Dairy Queen Grill and Chill is a proposed user for Lot 1, Bik 1 of the original <br />proposal. Included as (Attachment 1) is the Land Use Application and submitted <br />site proposal information, and (Attachment 2) is information on previous city <br />discussion. <br />Analysis: <br />The original lot proposal was slightly larger in size. Please see (attachment 3) for <br />the site landscape plan of 2001. The new plan has changed. Some of this is <br />expected because at that time it was not known what specific user would be on <br />the site. However, the original proposal featured parking lot islands large enough <br />to plant shade trees. These islands are absent from the new proposal. On the <br />new plan, the islands are smaller. The developer should incorporate shade trees <br />into islands that would support growth. Shade trees were also proposed around <br />the building. These tree plantings are absent from the new plan proposal. Trees <br />should be included in areas that would reflect original proposal intentions. We <br />have a potential to phase ourselves out of landscaping. For instance, the <br />boarder areas to the north and South had several shade trees designed into the <br />landscape in 2001. The present plan shows nothing. The proposed species <br />choice along Apollo Drive is changed in this proposal. Continuity in design <br />should be adhered to. Continuity in the landscape scale design is important. The <br />original proposal shows a change from Annabelle hydrangea to Isanti dogwood. <br />For the sake of design standards, this should not change. There were two <br />Bicolor oaks proposed along Apollo Drive. A few more and larger shade trees <br />should be incorporated into the design on this site and the other sites as they <br />come in. Many Northern pin oaks were removed from this site. We are planting <br />some additional Northern Pin oaks along the Street on the South side of Apollo <br />Dr. The "street - scape" along Apollo Drive should be uniform. A few Northern Pin <br />oaks should be included along the boulevard area of Dairy Queen. It also <br />appears that the tree islands to the East may no longer be in the plan. I would <br />suggest several more Oaks to be planted in the green space to the East of the <br />building, if these tree islands have been removed. <br />
