• <br />• <br />• <br />Record of Decision <br />City of Lino Lakes <br />include drainage area maps for proposed and existing conditions, as well <br />for proposed and existing conditions, as well as proposed grading plans <br />for the project area site. The hydraulic calculations need to correspond to <br />the drainage area maps. <br />5. Mn /DOT owns access control along I -35W, and also for approximately 100 <br />feet along Lake Drive (CSAH 23). <br />6. Any work on Lake Drive (CSAH 23) must meet State Aid rules and <br />policies. Anoka County must review any changes to its County State Aid <br />system so that they stay within its system limitations. Lake Drive (CSAH <br />23) is Anoka County's jurisdiction and must have the opportunity to <br />comment on the proposed development. <br />City of Lino Lakes Responses: <br />1. The City of Lino Lakes understands that the upgrading of the interchange <br />of I -35W and Lake Drive (CSAH 23) is not in the TSP. The City has been <br />working with Anoka County and with Mn /DOT to find alternate methods of <br />improving the interchange or to justify inclusion of the interchange <br />improvements into future editions of the TSP. The City understands the <br />concern Mn /DOT has relative to the level of proposed development and <br />acknowledges receipt of several letters. The most recent letter, a copy of <br />which Mn /DOT attached, and the others specifically reference the Town <br />Center Development, which is the major proposed development in the <br />area. The City of Lino Lakes has authorized an updating of all previous <br />studies along the corridor, specifically to include the analysis of the impact <br />of the Town Center Development. The previous studies were sent to <br />Mn /DOT. The City anticipates that this will be done within the next month. <br />This EAW Mn /DOT reviewed was for the Lino Lakes Business Park and <br />not the Town Center Development. The developers for Town Center and <br />the developer for Lino Lakes Business Park are different. A separate <br />EAW for Town Center will be prepared. <br />2. The City of Lino Lakes has reviewed the impact the proposed <br />development will have on the surrounding transportation infrastructure. <br />The EAW contained a detailed analysis of the impact of the 265,000 <br />square foot light manufacturing and warehouse building. We have <br />subsequently added the maximum development possible on the three <br />outlots and included that in the detailed traffic analysis, and sent a copy of <br />the letter report to Mn /DOT. The City anticipates the traffic study for the <br />corridor, being developed in conjunction with Town Center, will address in <br />more detail the impacts of the Town Center growth and background <br />growth, which will be significantly higher than that from the Lino Lakes <br />Business Park.
