• <br />• <br />Record of Decision <br />City of Lino Lakes <br />AGENCY COMMENTS AND RESPONSES <br />Written comments received from agencies addressing the EAW were as follows: <br />The Minnesota Department of Transportation (Mn /DOT) reviewed the EAW <br />and had the following comments: <br />Mn /DOT Comments: <br />1. The Transportation System Plan (TSP) covers a 20 -year timeframe and <br />allocates limited funding. At this time there are no plans listed in the TSP <br />to upgrade the interchange and ramps at I -35W and Lake Drive (CSAH <br />23). Mn /DOT is concerned about the level of proposed development <br />surrounding the interchange of I -35W and Lake Drive (CSAH 23). <br />Mn /DOT has repeatedly advised the City of Lino Lakes that a detailed <br />traffic analysis encompassing I -35W and Lake Drive (CSAH 23) <br />interchange must be performed. At present, no acceptable analysis has <br />been submitted by the City or by a developer. Concerns and <br />recommendations in a letter dated May 25, 2001 and earlier letters remain <br />in effect. <br />2. The proposed development area will impact the surrounding transportation <br />infrastructure by increasing demand on roadways, which are currently <br />congested. It is recommended the Environmental Assessment Worksheet <br />(EAW) reflect the traffic analysis needs discussed in the previous bullet. <br />Timing the completion of future phases of development so that they <br />happen concurrently with area transportation improvements will assist in <br />minimizing congestion. The City should deny plats, site plans, or permit <br />applications, until transportation issues and needs associated with the <br />proposed project area and development are addressed to the satisfaction <br />of the city and Mn /DOT. <br />3. Mn /DOT Metro District computation of Average Daily Traffic (ADT) <br />estimated to generated by the proposed development determined that <br />light industrial portion of the development would generate ADT of 1,847, <br />while the proposed warehousing portion of the development would <br />generate an additional 1,314 ADT, for total ADT of 3,161. <br />4. A Mn /DOT drainage permit may be required for this project. The <br />proposed development will need to maintain existing drainage rates (Le. <br />the rate of storm water is discharged from the site must not increase). To <br />determine whether a drainage permit will be required, the City or project <br />developer will be required to submit before and after for both 10 and 100 <br />year rainfall events verifying that all existing drainage patterns and <br />systems affecting Mn /DOT right -of -way. Storm water rate runoff will not <br />be allowed to increase to Mn /DOT right -of -way. Review material will <br />DRAFT <br />
