• <br />Metropolitan Council <br />AllA Building communities that work <br />August 18, 2003 <br />Mr. Michael Grochala <br />Community Development Director <br />City of Lino Lakes <br />600 Town Center Parkway <br />Lino Lakes, MN 55014 <br />RE: Lino Lakes — Lakes Business Park Development Environmental Assessment Worksheet (EAW) <br />Metropolitan Council District 11 (Natalie Haas Steffen, 763 - 753 -4298) <br />Referral File No. 18987 -1 <br />Dear Mr. Grochala: <br />The Lakes Business Park Development proposes a 265,000 square foot light industrial/warehouse use with three <br />outlots of light manufacturing, professional offices, retail sales, and service establishment planned for later <br />development. The proposed project is 31.2 acres and located north of Elm Street, west of Lake Drive, east of <br />Interstate 35W and south of the Lino Lakes City Hall. The staff review finds the EAW is complete and accurate with <br />respect to regional concerns and raises no major issues of consistency with Council policies. An EIS is not necessary <br />for regional purposes. However, staff provides the following comments for your consideration: <br />Recreation Open Space (Michael McDonough 651- 602 -1054) <br />Item 10 — Cover types. <br />The proposal will remove 0.8 acres of wooded vegetation and increase the Lawn/landscaping from 0 to 9.0 acres. <br />Re- landscaping as much of the proposed lawn/landscaping area in native vegetation will benefit water quality and <br />potentially replace some bird and wildlife habitat that will be lost due to the proposed development. Replacing the <br />lost wooded area in the native landscaping areas is also desirable. <br />Item 16 — Erosion and sedimentation. <br />The restoration of the stream banks and an appropriate buffer along county Ditch #10 with native vegetation will <br />benefit water quality. <br />Item 25- Nearby resources. <br />The project is just up stream from Rice Creek Chain of Lakes Regional Park Reserve. Preserving and restoring <br />habitat and water quality in the areas surrounding the park will benefit the ecological values in the park reserve, <br />particularly in and around Marshan Lake. <br />This will conclude the Council's review of the EAW. The Council will take no formal action on the EAW.
