• <br />• <br />Record of Decision <br />City of Lino Lakes <br />The conceptual uses are allowed in the LI, Light Industrial District of Lino Lakes. <br />The identified uses are only three of 15 allowable uses in the LI district. Other <br />permitted uses include building material sales, greenhouses, nurseries, <br />warehousing, and distribution facilities. Street and utility improvements for the <br />outlots will be installed with the initial phase of development. <br />The Lakes Business Park has approximately 23 acres (1,002,520 square feet) of <br />developable area with buildings, associated off - street parking and drive areas. <br />For the 13.4 -acre (586,753 square feet) parcel, approximately 9.83 acres <br />(428,400 square feet) is developable. Non - developable areas include existing <br />wetlands, Anoka County Ditch No. 10, and wooded buffer areas. Maximum <br />buildout will result in 70 percent impervious coverage, which is less than the <br />allowable threshold of maximum impervious coverage of 85 percent, as identified <br />in the City's zoning ordinance. <br />Initial site grading and construction is anticipated to begin in October 2003. Full <br />development of the site is expected to be completed in 3 to 5 years. <br />FINDINGS OF FACT <br />Land Use and Compatibility with Local Plans <br />The project is consistent with local and regional plans, which includes the <br />following: <br />• City of Lino Lakes Comprehensive Plan (land use, sanitary sewer, <br />transportation, surface water management) <br />• City of Lino Lakes Subdivision and Platting Ordinance <br />• Rice Creek Watershed District Watershed Management Program <br />The proposed project, to varying degrees, satisfies each of the ten conservation <br />development principles outlined in the Lino Lakes Handbook of Environmental <br />Planning and Conservation Development. <br />Wildlife and Vegetation Impacts <br />A search of the Minnesota Department of Natural Resources (DNR) Natural <br />Heritage Database for rare plant and animal species or other significant natural <br />features known to occur within an approximate one -mile radius of the proposed <br />project was conducted. The search identified the Lance - Leaved Violet (Viola <br />lanceolata), a Threatened species documented approximately a quarter -mile <br />southwest of the proposed project site. Other plants species include the <br />Endangered Tubercled Rein - Orchid (Platanthera flava), the Threatened Twisted - <br />Eyed Grass (Xyris torta), and species of Special Concern, the Autumn <br />Fimbristylis (Fimbristylis autumnalis) and Marginated Rush (Juncus marginatus) <br />recently been documented throughout the Blaine and Lino Lakes areas.
