Record of Decision <br />City of Lino Lakes <br />• There are no floodplain impacts associated with the proposed project. <br />Water Quality Impacts <br />The creation of new detention facilities will address the increased quantities of <br />runoff resulting from increases in impervious surfaces. Surface water runoff will <br />first be conveyed by new storm sewer and then discharged into storm water <br />ponds prior to discharge into receiving water bodies. Storm water ponds will <br />provide for rate control as well as treatment. <br />The City of Lino Lakes has storm water policies and design standards that will <br />need to be satisfied by the proposed development to reduce the introduction of <br />pollutants to wetlands and the area waterbodies (i.e. Anoka County Ditch No. 10 <br />and Marshan Lake). Furthermore, the storm water treatment system will need to <br />incorporate standards and rules of the Rice Creek Watershed District that also <br />governs surface water planning within the project area. The proposed treatment <br />and retention system includes the creation of water quality ponds, vegetative <br />filter strips, drainage swales, and infiltration basins. Before construction can <br />proceed, both the City of Lino Lakes and Rice Creek Watershed District (RCWD) <br />must issue permits to satisfy surface water runoff regulations. <br />A National Pollutant Discharge Elimination System (NPDES) permit will be <br />required for this project. Erosion prevention and sediment control best <br />management practices (BMP's) will be used in accordance with the NPDES <br />permit. BMP's will include an erosion control plan and BMP's used in the <br />Minnesota Department of Transportation's (Mn/DOT) standard specifications, <br />details, and special provisions. Temporary and permanent erosion control <br />measures will include timely revegetation of disturbed areas, hay bales, silt <br />fencing, flotation silt curtains, and sedimentation ponds. <br />Hazardous Waste <br />A Phase I Environmental Site Assessment (ESA) was completed for the <br />proposed project in June 2003. A copy of the Phase I report is on file at the City <br />of Lino Lakes Government Center. Based on records review, on -site <br />reconnaissance, and interviews the following suspect environmental conditions <br />were identified on and in the vicinity of the proposed development area: <br />• An adjacent closed LUST (leaking underground storage tank) site <br />located south adjacent to the proposed project area was identified, as <br />currently and historically, to likely have involved the use of significant <br />quantities of hazardous substances and /or petroleum products. The site <br />historically and currently was observed to have poor outdoor <br />housekeeping practices. <br />With the exception of the closed LUST listing, no releases related to the <br />historical or current uses have been reported for the adjacent site. <br />DRAFT <br />
