• <br />• <br />• <br />Record of Decision <br />City of Lino Lakes <br />Traffic <br />The only mitigation measure necessary will be a southbound right turn lane from <br />Lake Drive to the development. A northbound left turn lane will be desirable in <br />the future as volumes increase and Lake Drive is improved to the north. <br />Dust and Noise Impacts <br />Dust will be generated during construction. Construction activities will disturb <br />existing vegetative ground cover and allow soil material to become airborne. This <br />will be a temporary impact primarily associated with grading activities. Odors <br />may be generated by exhaust from engines engaged in construction activities. <br />Any equipment will be properly equipped to control odor emissions. <br />Construction noise will be controlled by periodic inspections to ensure that <br />equipment is properly muffled. Construction noise will be regulated by the <br />Minnesota Pollution Control Agency and standards set forth by the U.S. <br />Environmental Protection Agency. <br />Air Quality Impacts <br />The project does not meet state thresholds for requiring an Indirect Source <br />Permit. <br />Visual Impacts <br />The Lakes Business Park development will be designed to enhance visual <br />experiences for site users and roadway neighbors. <br />Historic and Archaeological Resources <br />A Phase I archaeological survey was conducted in July 2003. A copy of the <br />report is on file at the City of Lino Lakes City Government Center. A field survey <br />was conducted from July 8 to July 9, 2003. Two archaeological sites were <br />identified during the investigation as having a high potential for intact precontact <br />archaeological resources. Shovel tests in these two areas revealed no cultural <br />materials and no further archeological work is recommended for the proposed <br />development area. <br />yl• <br />DRAFT <br />
