The ditch consists <br />mainly of tile lines which daylight onsite and then flow via open <br />ditch to Peltier Lake. The proposed plan is to remove the most <br />downstream 1,4001 linear feet of the main line tile line onsite and <br />abandon the existing alignment. <br />Conveyance for this abandoned section of tile line was previously <br />proposed to be reestablished via an open ditch along the south <br />property boundary and discharge to the existing open ditch section. <br />At the September 24th Board Meeting it was proposed that the <br />reestablished ditch section should be a piped system instead of a <br />ditched system. The Applicant has since submitted plans and <br />hydrologic calculations for a piped system along the same <br />realignment. This system is proposed as a 14 -inch pipe that ties into <br />the main branch (existing 10 -inch at the tie-in location), and at the <br />location of Branch 1 the pipe system is proposed to be upsized to an <br />18 -inch pipe to handle both the flows from the main branch tile line <br />and Branch 1 (also a 10 -inch pipe). <br />The Applicant has indicated the willingness to construct the <br />reestablished ditch section as either a piped or ditched system. The <br />Applicant will convey a perpetual easement over the realigned <br />section of the ditch to the District and the ditch will be maintained by <br />the District. <br />Based on the submitted hydrologic calculations the proposed <br />reestablished ditch section OR piped system will not reduce the <br />capacity of the ditch system. Design of the proposed realigned <br />section is based on a datum conversion (100 -feet = 904- feet), per <br />survey of the invert of the exiting tile outlet. Minor plan revisions <br />may be required if this datum conversion is not exact at the diversion <br />point and if the existing tile line is at a lower elevation than <br />expected. <br />All lateral connections to the proposed realigned/reconstructed <br />sections of Anoka County Ditch 72 will be maintained. <br />A wetland delineation report has been received and accepted during <br />earlier planning efforts for this site. There are no proposed wetland <br />impacts associated with this project. <br />The RCWD regulatory flood elevation for this site is 887.0. There is <br />no proposed floodplain fill. <br />The submitted plans do not specify a low floor elevation for the <br />Emmons & Olivier Resources, Inc. <br />
