Agenda Item 5B <br />Environmental Board Meeting Date: October 29, 2003 <br />Topic: Circle -Lex VFW, Post 6583, 7868 Lake Drive, Site Plan Review and <br />Conditional Use Permit <br />Background: On September 19, 2003, the Environmental Board reviewed <br />a sketch plan for the proposed new VFW. The following recommendations were <br />made at the September 19th meeting: <br />On October 10, 2003, the VFW made formal application to build the new facility. <br />Analysis: <br />Application information is included as Attachment 1 <br />Site map and designated resource protection zones are depicted on Attachment <br />2. There are no designated resource protection zones on this site <br />There are no impacted wetlands on the site. There are no soil /water relationships <br />on this site that would support rare plant communities. <br />There are no significant vegetation types on the site. See MLCCS (Attachment <br />3). <br />There are several large trees on the site. There was no Tree Preservation plan <br />submitted for the site Although it appears that all trees will be removed from the <br />site, adjacent property trees may need protection. <br />The zoning code specifies screening to 80% opacity. The applicant needs to <br />demonstrate how this will be accomplished. (Attachment 4) Larger shade trees <br />should be planted on south lot lines to screen flag pole lighting from the adjacent <br />residence. The parking lot, % impervious, lighting, and buffering requirements <br />are also in (Attachment 4). <br />
