b. Give a complete description of the proposed project and related new construction. <br />Attach additional sheets as necessary. Emphasize construction, operation methods <br />and features that will cause physical manipulation of the environment or will <br />produce wastes. Include modifications to existing equipment or industrial processes <br />and significant demolition, removal or remodeling of existing structures. Indicate <br />the timing and duration of construction activities. <br />The proposed mixed -use development is intended to occupy approximately 65 acres of <br />land located in the southeast quadrant of the interchange of I -35W and Lake Drive <br />(CSAH 23) in the City of Lino Lakes, Anoka County, Minnesota (see Figures 1 and 2). <br />Approximately 14.5 acres are already developed with the City Hall complex, Lino Lakes <br />State Bank, and Fairview Medical Clinic. <br />Project History <br />In 1997 the City of Lino Lakes prepared a Master Plan for this area of the City. An <br />EAW was completed and a Negative Declaration was issued in 1998 for the proposed <br />development contained in the Master Plan. Construction of a portion of the original <br />Master Plan development has been realized with the new government complex, <br />containing the City Hall offices, police station, and an early childhood development <br />center. In addition, two parcels along the westem boundary of the site that have been <br />developed into the Lino Lakes State Bank and a Fairview Clinic. The undeveloped <br />portions of the site are owned by the City of Lino Lakes and private parties. Hartford <br />Group Inc. has acquired development rights from the site with the exception of a section <br />of land that will be reserved for the proposed YMCA. <br />A site development concept plan for the undeveloped portion of the site has been <br />prepared. The proposed project includes the construction of up to 348,292 square feet of <br />retail/office space, 38,000 square feet for a YMCA facility, and 450 multi- family <br />residential units. <br />Mixed Use Development Description <br />The proposed site plan (see Figure 3) incorporates the above square footages and <br />number of residential units into a series of buildings that have been located to minimize <br />disruption to existing natural features such as wetlands and mature trees, as well as to <br />maximize visibility and create a quality mixed -use development. The mixed -use <br />development will inspire an energetic neighborhood and will provide a number of living, <br />working, and service opportunities within the project area. <br />The project includes an internal street network that provides access to the retail/office, <br />residential, and civic buildings. Town Center Parkway will serve as a collector street, <br />providing access to Lake Drive (Anoka County State Aid Highway (CSAH) 23) at the <br />southwest comer of the site. The proposed local roadways will also provide corridors for <br />public water, sanitary sewer, and other utilities necessary to serve the development. <br />The clustering of structures has been employed in the proposed development for the <br />purpose of preserving and enhancing sensitive land features on the site and for providing <br />Legacy at Woods Edge Development EAW DRAFT <br />Lino Lakes, MN <br />
