The proposed plan has the added benefit of avoiding wetland <br />impacts on the site and of minimizing impacts to a grove of mature trees located along <br />the eastern edge of the site. A proposed storm water treatment system will provide an <br />efficient infiltration and retention system for storm water runoff from the site. Storm <br />water ponds, vegetative grass filter strips, and infiltration cells will be utilized to retain <br />and treat runoff from the site. These features will also provide aesthetic value and green <br />space to the visually attractive integrated neighborhood. <br />Initial site grading and construction is expected to begin in 2004. Full development of <br />the Legacy at Woods Edge Development is expected to be completed in 2 to 3 years. <br />c. Explain the project purpose; if the project will be carried out by a governmental <br />unit, explain the need for the project and identify its beneficiaries. <br />The purpose is to provide all the classic components of traditional neighborhoods—civic, <br />residential, commercial and recreational uses—within a human scale environment so that <br />these uses interact as part of a greater plan rather than as separated destinations. The mix <br />of uses is designed to implement the principles of the Livable Communities Act and the <br />City's Comprehensive Plan by creating a Town Center for the community and providing <br />more diverse, life -cycle housing — including affordable and rental housing — within an <br />active and interesting pedestrian- oriented community. The development is a cooperative <br />effort that will leverage public and private investment to create sustainable value, beth <br />ecologically, economically and culturally. <br />d. X Yes No <br />If yes, briefly describe the past development, timeline and any past environmental <br />review. <br />The proposed development is part of a Master Plan for the site that was completed by <br />the City of Lino Lakes in 1997. An EAW for the Master Plan (also known as the Village <br />Development) was prepared in December 1997 and a Negative Declaration on the need <br />for an EIS was adopted in 1998. Since that time, a small portion of the Master Plan has <br />been developed. The City Hall complex, which includes the City Hall offices, police <br />station, and an early childhood development center, has been constructed in the <br />southeastern. portion of the site. Furthermore, the Lino Lakes State Bank and Fairview <br />Clinic have been constructed on the westerly edge of the site. The remaining portions of <br />the Master Plan (residential and commercial/office development) have been modified for <br />the Legacy at Woods Edge Development and therefore warrant additional environmental <br />review due to the increase in residential units and in area of commercial/office space. <br />Legacy at Woods Edge Development EAW DRAFT <br />Lino Lakes, MN <br />
