Describe current and recent past land use and development on the site and on <br />adjacent lands. Discuss project compatibility with adjacent and nearby land uses. <br />Indicate whether any potential conflicts involve environmental matters. Identify . any <br />potential environmental hazards due to past site uses, such as soil contamination or <br />abandoned storage tanks, or proximity to nearby hazardous liquid or gas pipelines. <br />Existing Land Uses <br />The southerly end of the site is developed with the Lino Lakes City Hall complex that includes <br />the City Hall offices, police station, and an early childhood learning center. <br />Two existing businesses are located along the west side of the site. The Lino Lakes State Bank <br />and Fairview Clinic have frontage along Lake Drive (CSAH 23), but receive access on Village <br />Drive, which is a backage road connected to Town Center Parkway. <br />The northern portion of the site is currently occupied by Arctic Sandblasting Company and one <br />single- family residence and is bound by I -35W on the north, the Rice Creek Chain of Lakes <br />Regional Park on the east and CSAH 23 on the west. This privately held business has been in <br />operation since 1975. The commercial business consists of several structures, service roads, <br />and includes a large semi- tractor trailer storage area. Access to the business is along a service <br />road that intersects with Lake Drive north of Fairview Clinic in the vicinity of the I -35W <br />access ramp. Both the business and existing single - family residence will be removed during <br />construction. <br />Adjacent Land Uses <br />The southern property line for the proposed development is bordered by the Rice Creek Chain <br />of Lakes Regional Park and a small residential development consisting of seven single - family <br />dwellings. The eastern property line is bordered by the Rice Creek Chain of Lakes Regional <br />Park. Land uses on the west side of Lake Drive include an Amoco service station, limited <br />residential development, and undeveloped property that is currently zoned for commercial <br />development. The northern side of the project area is separated from existing commercial and <br />industrial uses by I -35W. <br />Compatibility <br />The I -35W interchange area is designated in the City's Comprehensive Plan as the City's <br />Town Center. Commercial land uses are proposed for all four quadrants of the freeway <br />interchange. The project area is intended to serve as both a commercial and civic focal point of <br />the community. Proposed land uses are consistent with existing and future uses in the area. <br />The existing sandblasting business and single - family residence will be removed as part of the <br />project development. A Phase I Environmental Site Assessment (ESA) has been conducted for <br />the site. A copy of the Phase I ESA is available for review at the Lino Lakes City Hall.
