a water quality technical memorandum that outlines the ability of the site plan to provide <br />adequate retention and infiltration of surface water runoff. Based on the water quality <br />analysis, the proposed development has maintained adequate area for the retention (ponds) <br />and infiltration (natural and underground chambers) of surface water runoff. Before <br />construction can proceed, both the City of Lino Lakes and Rice Creek Watershed District <br />must issue permits to satisfy surface water management regulations. <br />The project will eliminate two existing infiltration basins along the north side of Town <br />Center Parkway. These basins will be replaced elsewhere on the site. <br />b. Identify routes and receiving water bodies for runoff from the site; include major <br />downstream water bodies as well as the immediate receiving waters. Estimate impact <br />runoff on the quality of receiving waters. <br />Runoff from the site currently drains to the south and east and ultimately discharges to <br />Marshan Lake and George Watch Lake. <br />Following development of the proposed site, storm water will be treated through infiltration <br />in open spaces or subsurface chamber technology and through retention ponds that will meet <br />National Urban Runoff Program (NURP) guidelines, City of Lino Lakes policies /criteria, <br />and Rice Creek Watershed District rules and regulations. Storm water rate control and <br />treatment will occur prior to any storm water being discharged to receiving water bodies <br />(See Figure 7). Therefore, water quality in the receiving waterbodies will not be adversely <br />effected. <br />Treated storm water will either be naturally infiltrated into the groundwater or will be <br />discharged to existing wetland basins located on and/or adjacent to the site. Water from <br />these wetlands eventually will enter George Watch Lake, Marshan Lake, and the remainder <br />or the Rice Creek Chain of Lakes system. <br />18. Water quality: wastewaters <br />a. Describe sources, composition and quantities of all sanitary, municipal and industrial <br />wastewater produced or treated at the site. <br />Normal domestic wastewater /sewage will be generated from the site. Some commercial <br />developments may result in flows of waste associated with restaurants or other eatery type <br />uses. Estimated sewer flows are based upon the wastewater flow rates of 100 gallons per <br />day per person (residential) and 40 gallons per day per employee (commercial).
