Provide an estimate of the impact on traffic congestion on affected roads and describe <br />any traffic improvements necessary. If the project is within the Twin Cities metropolitan <br />area, discuss its impact on the regional transportation system. <br />A memo detailing the traffic analysis for the Legacy at Woods Edge Development is attached <br />in Appendix C and provides further analysis of the forecasted traffic volumes and conditions in <br />and around the proposed development. <br />The proposed development site plan (Figure 3) depicts a number of buildings listed as <br />commercial/retail/office with the option of multiple floors. Based on a preliminary review of <br />commercial, retail and office markets, it has been assumed that these buildings would have <br />retail on the first floor and office on the second floor except for those clearly defined as <br />housing. Where housing has been shown in the building type, all floors above the first floor <br />are considered to have some type of housing. <br />AM and PM Peak Hour trip generation rates were developed for the proposed development as <br />well as the existing facilities (City Hall complex, Fairview Clinic, and Lino Lakes State Bank). <br />Trips to /from each building have been assigned to the street system within the development. <br />This provided a tabulation of traffic volumes at various locations within the development, as <br />well as at the intersection of Town Center Parkway and Lake Drive (CSAH 23). According to <br />this analysis, the Peak Hour traffic volume is 1,155 trips, which occurs from 4:30 -5:30 pm. <br />Based on the traffic analysis, a concept transportation improvement plan was developed for the <br />Town Center Parkway and Lake Drive intersection. On Town Center Parkway, the plan <br />includes three outbound lanes to separate left turn, through, and right turning traffic and also <br />includes two inbound lanes. Signalization of this intersection would also be necessary to <br />maintain acceptable levels of service. <br />According to the 2020 Ttraffic Volume Forecast in the Lino Lakes Transportation Plan, traffic <br />volumes on Lake Drive are anticipated to increase to over 17,000 trips per day. Regardless of <br />the proposed development, improvements to Lake Drive are expected in the future. However, <br />to accommodate the full development of the Legacy at Woods Edge Development, several <br />additional improvements to Lake Drive will need to be made. The concept transportation plan <br />has proposed the construction of two southbound left turn lanes between the intersection of <br />Town Center Parkway and the I -35W bridge. Furthermore, traffic signals at Town Center <br />Parkway and both ramps to I -35W are anticipated. To signalize the south ramp intersection, <br />the existing off ramp and on ramp intersections, which are now separated, need to be aligned to <br />a single intersection, which would require the reconstruction of approximately 400 -feet of the <br />on ramp.
