A distinctive, consistent architectural style that promotes high quality, <br />aesthetically pleasing commercial buildings. <br />The plan is intended to provide all of the classic components of traditional <br />neighborhoods- Civic, residential, commercial and recreational uses - within a <br />human scale environment so that these uses interact as part of a greater plan <br />rather than as separated destinations. The mix of uses is intended to implement <br />the principles of the Livable Communities Act and the Cities Comprehensive Plan <br />by creating a Town Center for the community and providing more diverse, life - <br />cycle housing - including affordable and rental housing — within an active and <br />interesting pedestrian- orientated community. <br />The proposed project includes up to approximately 350,000 square feet of <br />commercial development and 450 residential units. <br />ANALYSIS <br />Comprehensive Plan <br />The property is guided for mixed use development within the City's <br />Comprehensive Plan. The Plan states that "the southeast quadrant of the 1 -35 <br />W /Lake Drive interchange represents the Lino Lakes Village area. The village is <br />intended to integrate a mixture of commercial, medium and high density <br />residential and public uses in an attractive and cohesive design ". <br />Environmental Assessment. Worksheet (EAW) <br />An EAW was previoulsy prepared for the Village Project in 1998. A negative <br />declaration was sited at that time. An updated EAW was recently reviewed by <br />the Environmental Board and approved for distribution and public comment on <br />November 10, by the City Council. The 30 -day review period for the new EAW <br />started on November 24, 2003. <br />No final action on the proposed development may occur until completion of the <br />Environmental Review Process. <br />Surface Water Management <br />Runoff from the site currently drains to the south and east and ultimately <br />discharges to Marshan Lake and George Watch Lake. Surface water concerns <br />center around water quality and quantity issues <br />
