Ultimately, the capacity on Lake Drive past the Town Center Parkway intersection will need to <br />be expanded. This will require additional lanes on Lake Drive and the reconstruction of the I- <br />35W bridge. Turn lanes will be necessary at the interchange ramps to accommodate future <br />traffic as well as full build -out traffic from the Legacy at Woods Edge Development. In the <br />interim, between the reconstruction of the bridge over I -35W and the development of portions <br />or all of the Legacy at Woods Edge Development, an intermediate intersection needs to be <br />developed that has been described above. <br />The traffic volumes for the year 2020 along with full build -out of Legacy at Woods Edge <br />Development, including traffic from the Lino Lakes Business Park will be part of a simulation <br />program that is being developed. Results of the traffic simulation as it relates to the regional <br />transportation system will be shared and discussed with Mn/DOT and the Anoka County <br />Highway Department. <br />A parking analysis was completed to determine if the site plan has provided adequate parking <br />space for the proposed level of development. The analysis segmented the site into four zones to <br />compare the availability of parking spaces to the potential demand within each zone. Based on <br />the analysis, the site has adequately addressed the parking demands within each zone. The <br />southeast portion of the site will rely upon a cross -use agreement with the YMCA and retailers <br />to account for approximately 40 additional spaces. Furthermore, the analysis indicates there <br />would be approximately 405 underground parking stalls associated with the multi - family <br />residential development. <br />22. Vehicle - related air emissions. Estimate the effect of the project's traffic generation on air <br />quality, including carbon monoxide levels. Discuss the effect of traffic improvements or <br />other mitigation measures on air quality impacts. Note: If the project involves 500 or <br />more parking spaces, consult EAW Guidelines about whether a detailed air quality <br />analysis is needed. <br />The Legacy at Woods Edge Development is not anticipated to have substantial air quality <br />impacts or cause air quality related concerns. The forecasted traffic volumes generated by the <br />site are lower than the volumes of traffic typically associated with carbon monoxide (CO) <br />concentrations approaching state air quality standards. <br />A detailed air emission analysis was not completed for this project. According to the Mn/DOT <br />Hotspot Screening Method Flow Chart (see Figure 10g), the benchmark annual average daily <br />traffic volumes (AADT), which is 77,200 trips, would not be reached nor does the proposed <br />development site affect any of the MPCA monitored locations or top seven intersections in the <br />Twin Cities Metropolitan Area. Hotspot screening is a microscale analysis that primarily <br />addresses localized emissions of carbon monoxide (CO). In addition, large projects such as <br />shopping center or mixed -use developments no longer need to apply for an Indirect Source <br />Permit to the MPCA, as the MPCA has eliminated the Indirect Source Permit Program. <br />Legacy at Woods Edge Development EAW DRAFT 25 <br />Lino Lakes, MN <br />
