The development is subject to the policies and recommendations set forth in the following <br />plans: <br />• City of Lino Lakes Comprehensive Plan <br />» Land Use Plan <br />» Sanitary Sewer Plan <br />» Transportation Plan <br />» Surface Water Management Plan <br />• City of Lino Lakes Subdivision and Platting Ordinance <br />• City of Lino Lakes Shoreland and Floodplain Ordinances <br />• Master Plan — Village Development, 1997 <br />• Lino Lakes Town Center Design & Development Guide <br />• City of Lino Lakes Handbook for Environmental Planning and Conservation <br />Development <br />• Rice Creek Watershed District Watershed Management Plan <br />The City of Lino Lakes has an existing comprehensive plan, which includes a land use plan <br />and several other planning elements. The City's Comprehensive Plan guides the project area <br />for mixed use development and includes the Master Plan for this site, developed in 1997. The <br />City's Comprehensive Plan specifically states the following: <br />"The southeast quadrant of the I- 35W/Lake Drive interchange represents the Lino Lakes <br />Village area. The Village is intended to integrate a mixture of commercial, medium and high <br />density residential and public land uses in an attractive and cohesive design." The Legacy at <br />Woods Edge Development plan emphasizes the following objectives: <br />1. A 65 -acre complex of buildings in a controlled setting. <br />2. An integrated mix of uses that responds to residents' needs. <br />3. A gathering place that creates a sense of community, civic identity and pride. <br />4. A place that defines the unique character of the community. <br />5. An economic development initiative to increase the value of the commercial tax <br />base. <br />6. A distinctive, consistent architectural style that promotes high quality, <br />aesthetically pleasing commercial buildings. <br />The proposed mix of residential and commercial, civic, and recreational uses are consistent <br />with the Comprehensive Plan and the Village Master Plan. <br />The City's Zoning Ordinance provides for mixed -use development through the use of the <br />Planned Unit Development process. Additionally, the Village Master Plan included design <br />guidelines that are being implemented as part of the proposed development. <br />The City also has a surface water management plan that must be consistent with the larger plan <br />for the Rice Creek Watershed District.
