Describe any measures to minimize or avoid adverse impacts. <br />The Minnesota State Historic Preservation Office (SHPO) was contacted regarding <br />archaeology and historic resources in the area. The SHPO completed their review, <br />acknowledged that the overall area contains a large number of recorded sites, and <br />recommended no further study is necessary at the site. A copy of the SHPO correspondence <br />letter isn attached in Appendix D. <br />Rice Creek Chain of Lakes Regional Park Reserve is located immediately south and east of the <br />proposed development. The park is owned and managed by Anoka County and is also known <br />to have archaeological and environmentally unique features. The site plan has been designed to <br />maintain natural buffers between the park and the proposed development, minimizing potential <br />impacts of the development on the park and park users. Furthermore, the development is being <br />planned to include -trail links to provide use of the park by development residents, the YMCA, <br />and other visitors to the Town Center. <br />26. Visual impacts. Will the project create adverse visual impacts during construction or <br />operation? Such as glare from intense lights, lights visible in wilderness areas and large <br />visible plumes from cooling towers or exhaust stacks? _Yes X No; If yes, explain. <br />Only routine visual impacts associated with construction activities and typical urban <br />development are anticipated by the proposed development. The study area contains gently <br />rolling topography. There are views of scattered wetlands and Marshan Lake along the <br />southerly boundary of the site. This area has already been developed with the City offices, <br />police station, and early childhood development center. The proposed development will change <br />the nature of a portion of the site from open space to one that is suburban in nature. The type of <br />development and potential visual impacts are similar to other suburban settings in the <br />met el:kali-area:- <br />The Lino Lakes Town Center Design & Development Guide, May 2000, will be utilized to <br />guide the orderly and integrated development of the site, which includes a mix of land use <br />(retail shops, office spaces, housing, recreation, community facilities, and open space). The <br />Guide emphasizes the importance of creating attractive gathering spots, commons areas, and <br />comfortable walking environments for visitors and residents. Furthermore, the Guide identifies <br />the importance of maintaining a sense of place by incorporating tree -lined boulevards, natural <br />drainage swales, open spaces, appropriate building materials (wood, masonry, and stone), <br />landscaping, and architectural standards. A copy of the Lino Lakes Town Center Design & <br />Development Guide is available for review at the Lino Lakes City Hall. <br />27. Compatibility with plans and land use regulations.
