Legacy at Wood's Edge Record of Decision City of Lino Lakes January 2004 Visual Impacts Only routine visual impacts associated with construction activities and typical urban development are anticipated by the proposed development. This area has already been developed with the City offices, police station, and early childhood development center. The proposed development will change the nature of a portion of the site from open space to one that is urban in nature. The Lino Lakes Town Center Design & Development Guide, May 2000, will be utilized to guide the orderly and integrated development of the site, which includes a mix of land use (retail shops, office spaces, housing, recreation, community facilities, and open space). The Guide emphasizes the importance of creating attractive gathering spots, commons areas, and comfortable walking environments for visitors and residents. Furthermore, the Guide identifies the importance of maintaining a sense of place by incorporating tree -lined boulevards, natural drainage swales, open spaces, appropriate building materials (wood, masonry, and stone), landscaping, and architectural standards. Historic and Archaeological Resources The Minnesota State Historic Preservation Office (SHPO) was contacted regarding archaeology and historic resources in the area. The SHPO completed their review, acknowledged that the overall area contains a large number of recorded sites, but recommended that no further study is necessary at the site of the proposed Legacy at Wood's Edge Development. 2. Cumulative Potential Effects of Related or Anticipated Future Projects The EAW and this Findings of Fact address the impacts related to the proposed development, based on existing conditions and post - development conditions. The City of Lino Lakes is not aware or any other large -scale development plans that are contingent upon the completion of the Legacy at Wood's Edge Development. 3. Extent to Which Environmental Effects Are Subject to Mitigation by Ongoing Public Regulatory Authority The mitigation of environmental impacts will be designed and implemented in coordination with regulatory agencies and would be subject to plan approval and the permitting process. Permits and approvals that may be required for the proposed development include: City of Lino Lakes; Preliminary Plat Approval, Rezoning /PUD Approval, Final Plat Approval, Site Plan Approval, and Building Permits, Anoka County; Permit for Work Within CSAH 23 R/W, Final Plat Review Rice Creek Watershed District; Land Development Permit Approval DRAFT
