Legacy at Wood's Edge Record of Decision <br />City of Lino Lakes <br />January 2004 <br />Ultimately, the capacity on Lake Drive past the Town Center Parkway <br />intersection will need to be expanded. This will require additional lanes on <br />Lake Drive and the reconstruction of the I -35W bridge. Tum lanes will be <br />necessary at the interchange ramps to accommodate future traffic as well as <br />full build -out traffic from the Legacy at Wood's Edge Development. In the <br />interim, between the reconstruction of the bridge over I -35W and the <br />development of portions or all of the proposed development, an intermediate <br />intersection needs to be developed that has been described above. <br />The traffic volumes for the year 2020 along with full build -out of the proposed <br />development, have been used in a traffic simulation model. Results of the <br />traffic simulation as it relates to the regional transportation system have been <br />shared and discussed with Mn/DOT and the Anoka County Highway <br />Department. This information will also be shared with the Met Council. <br />Construction Impacts <br />Temporary construction related impacts such as dust, odors, and noise have <br />been considered. There are a relatively small number of residences located <br />immediately south of the site that could experience temporary impacts <br />resulting from construction activities. <br />Dust is likely to be generated by equipment during times of construction. Dust <br />generation will be minimized by enforcing best management practices, which <br />may include: 1) minimizing the periods and extent of areas being exposed or <br />graded; 2) watering construction areas and haul roads during periods of high <br />winds or high levels of construction activity; 3) minimizing the use of vehicles <br />on unpaved surfaces; and 4) covering and/or spraying material piles and truck <br />Toads. <br />Temporary odors may be generated by exhaust from engines engaged in <br />construction activities. Any equipment will be properly equipped to control <br />odor emissions. <br />Noise will be generated during the construction of the public improvements <br />(e.g. roads, sewer, water) and residential and commercial /office buildings in <br />the development. City ordinance regulates the daytime hours of construction <br />to minimize noise impacts to sensitive receptors on adjacent properties. Noise <br />mitigation is not proposed at this time because construction noise will be <br />temporary and all City and County roads in the area are exempt from state <br />noise standards. Noise levels along the local roadways are not anticipated to <br />exceed State noise standards, nor are they anticipated to be greater than <br />noise levels that are commonly experienced within a residential and <br />commercial area. Furthermore, adequate building setbacks and acoustical <br />site planning techniques have been incorporated into the site plan to shield <br />more sensitive land uses from noise impacts. <br />DRAFT <br />
