Legacy at Wood's Edge Record of Decision <br />City of Lino Lakes <br />January 2004 <br />FINDINGS OF FACT <br />ADMINISTRATIVE BACKGROUND <br />The City of Lino Lakes is the responsible governmental unit (RGU) for this <br />project. An Environmental Assessment Worksheet (EAW) has been prepared for <br />this project as prescribed by environmental review requirements. Lino Lakes <br />prepared the EAW. <br />The EAW was filed with the Minnesota Environmental Quality Board (MEQB) and <br />circulated for review and comments to the required EAW distribution list. A <br />Notice of Availability was published in the EQB Monitor on November 24, 2003. <br />The thirty -day comment period closed on December 24, 2003. Written <br />comments received from agencies and citizens are summarized and responded <br />to in this report in the section "EAW Comments and Responses ". <br />PROJECT DESCRIPTION <br />The proposed project consists of mixed -use development on approximately 65- <br />acres of land in Lino Lakes, Minnesota. The development will include 348,292 <br />square feet of commerciaVoffice, 450 multi - family residential units, and 38,000 <br />square feet of civic uses (YMCA facility). <br />The proposed site plan incorporates the above square footages and number of <br />residential units into a series of buildings that have been located to minimize <br />disruption to existing natural features such as wetlands and mature trees, as well <br />as to maximize visibility and create a quality mixed -use development. The mixed <br />use development will inspire an energetic neighborhood and will provide a <br />number of living, working, and service opportunities within the project area. <br />The project includes an intemal street network that provides access to the <br />retaiVoffice, residential, and civic buildings. Town Center Parkway, which <br />currently provides access to the Lino Lakes City Hall, will serve as a collector <br />street and will provide access to Lake Drive (Anoka County State Aid Highway <br />(CSAH) 23) at the southwest comer of the site. The proposed local roadways will <br />also provide corridors for public water, sanitary sewer, and other utilities <br />necessary to serve the development. <br />The clustering of structures has been employed in the proposed development for <br />the purpose of preserving and enhancing sensitive land features on the site and <br />for providing parkland and open space. The proposed plan has the added benefit <br />of avoiding wetland impacts on the site and of minimizing impacts to a grove of <br />mature trees located along the eastem edge of the site.
