Legacy at Wood's Edge Record of Decision <br />City of Lino Lakes <br />January 2004 <br />treatment system will provide an efficient infiltration and retention system for <br />storm water runoff from the site. Storm water ponds, vegetative grass filter strips, <br />and infiltration cells will be utilized to retain and treat runoff from the site. These <br />features will also provide aesthetic value and green space to the visually <br />attractive integrated neighborhood. <br />Initial site grading and construction of the Legacy at wood's Edge Development is <br />anticipated to begin in 2004. Full development of the site is expected to be <br />complete in 2 to 3 years. <br />Criteria for Determining the Significance of Environmental Effect <br />Minnesota Rule 4410.170, subp.7 specifies the following criteria to be used in <br />deciding whether a project has the potential for significant environmental <br />effects. An Environmental Impact Statement (EIS) is not considered <br />necessary for this project based on the criteria listed below. <br />1. Type, Extent, and Reversibility of Environmental Effects <br />The EAW and this Findings of Fact summarize the type and extent of <br />impacts to the surrounding environment. Alternatives to avoid potential <br />impacts on the environment were considered and evaluated during the <br />development of the site plan and prior to the preparation of the EAW. The <br />proposed site plan also includes design features to mitigate potential <br />social, economic, and environmental impacts. <br />The following is a summary of the major findings of the EAW regarding <br />potential social, economic, and environmental impacts, as a result of the <br />proposed mixed -use development project. <br />Compatibility with Local Plans <br />The project is consistent with local and regional plans, which includes the <br />following: <br />• City of Lino Lakes Comprehensive Plan <br />o Land Use Plan <br />o Sanitary Sewer Plan <br />o Transportation Plan <br />o Surface Water Management Plan <br />• City of Lino Lakes Subdivision and Platting Ordinance <br />• City of Lino Lakes Shoreland and Floodplain Ordinances <br />• Village Development Master Plan, 1997 <br />• Lino Lakes Town Center Design & Development Guide <br />• City of Lino Lakes Handbook for Environmental Planning and <br />Conservation Development <br />• Rice Creek Watershed District Watershed Management Program <br />DRAFT <br />
