Legacy at Wood's Edge Record of Decision <br />City of Lino Lakes <br />January 2004 <br />• The northern portion of the site has been used as a sandblasting facility <br />for approximately 25 years. <br />The aboveground storage tanks will be removed as part of the development <br />and remedial action will be taken if necessary. Further evaluation of the soils <br />in the vicinity of the aboveground storage tanks and the vehicle storage area <br />will be conducted to determine if any petroleum releases have occurred or <br />whether past land uses may have adversely impacted the soils on the site. <br />The proposed commercial and residential developments are not expected to <br />have petroleum or oil storage tanks. The land uses associated with the <br />commercial development are expected to be retail and/or restaurant types of <br />uses. <br />Traffic <br />AM and PM Peak Hour trip generation rates were developed for the proposed <br />development as well as the existing facilities (City Hall complex, Fairview <br />Clinic, and Lino Lakes State Bank). Trips to /from each building were assigned <br />to the street system within the development. This provided a tabulation of <br />traffic volumes at various locations within the development, as well as at the <br />intersection of Town Center Parkway and Lake Drive (CSAH 23). According <br />to this analysis, the Peak Hour traffic volume is 1,155 trips, which occurs from <br />4:30 -5:30 pm. <br />Based on the traffic analysis, a concept transportation improvement plan was <br />developed for the Town Center Parkway and Lake Drive intersection. On <br />Town Center Parkway, the plan includes three outbound lanes to separate left <br />turn, through, and right turning traffic and also includes two inbound travel <br />lanes. Signalization of this intersection would also be necessary to maintain <br />acceptable levels of service and provided a controlled pedestrian crossing. <br />According to the 2020 Traffic Volume Forecast in the Lino Lakes <br />Transportation Plan, traffic volumes on Lake Drive are anticipated to increase <br />to over 17,000 trips per day. Regardless of the proposed development, <br />improvements to Lake Drive are expected in the future. However, to <br />accommodate the full development of the Legacy at Wood's Edge <br />Development, several additional improvements to Lake Drive are being <br />proposed. The concept transportation plan has proposed the construction of <br />two southbound left turn lanes between the intersection of Town Center <br />Parkway and the I -35W bridge. Furthermore, traffic signals at Town Center <br />Parkway and both ramps to I -35W are anticipated. To signalize the south <br />ramp intersection, the existing off ramp and on ramp intersections, which are <br />now separated, need to be aligned to a single intersection, which would <br />require the reconstruction of approximately 400 -feet of the northbound on <br />ramp. <br />DRAFT <br />
