Agenda Item 5B <br />Environmental Board Meeting Date: February 25, 2004 <br />Topic: TSM Development, Highland Meadows East 2nd Addition, Preliminary <br />Plat, Rezone, Easement Vacation <br />Background: The proposed Highland Meadows East 2 "d Addition is located <br />South of 78th Street, West of lake Drive and is accessed from Nancy Lane. <br />Existing Zoning is R -1. Developer proposes to zone the area to PUD. There are <br />20 units (townhomes) proposed for this site on 3.47 acres. The following <br />attachments are included with this report: <br />1. MLCCS <br />Analysis: <br />Existing Conditions <br />Existing conditions show most of the area was previously used as a borrow pit for <br />material in other Highland Meadows projects. The developer has submitted <br />existing tree cover. Trees are confined to the remaining non - disturbed areas on <br />the West and East sides of the proposal. The developer has not submitted <br />MLCCS land cover. Since this is a PUD, the developer is required to submit a <br />Yield Plan. The City has received this yield plan. <br />Site Vegetation: <br />Tree cover is surveyed and superimposed on the proposed grade plan. Section <br />1009) for tree preservation should be followed. This ordinance defines the <br />process for preserving significant trees and is required of subdividers. The <br />ordinance mandates financial guarantee as part of the development agreement <br />to prepare and implement a tree preservation plan and for the replacement of all <br />significant trees, which were to be saved but were actually destroyed or <br />damaged. The developer has indicated intentions for tree removal and has <br />mapped tree protection fence locations. <br />
