Land use. Describe current and recent past land use and development on the site and on adjacent lands. <br />Discuss project compatibility with adjacent and nearby land uses. Indicate whether any potential <br />conflicts involve environmental matters. Identify any potential environmental hazards due to past site <br />uses, such as soil contamination or abandoned storage tanks, or proximity to nearby hazardous liquid or <br />gas pipelines. <br />This site is undeveloped due to the water surrounding the majority of the upland area. <br />The site borders the Rice Creek Chain of Lakes Regional Park Reserve. North of the project <br />site is more wetland area and Wards Lake, all within the Park Reserve. To the west is the <br />Quail Ridge residential development. Immediately to the east of the subject property is 30+ <br />acres of vacant land owned by the Centennial School District (ISD 12). East and north of that <br />is the existing Pheasant Hills Preserve residential development. On the south of the property <br />are three lots with residences on them. One also includes a contractor shop with a large metal <br />building. Further south, across Birch St. (CSAH 10), is the Brandywood Estates residential <br />development. Quail Ridge, the existing Pheasant Hills Preserve, and Brandywood are all <br />served with municipal sewer and water. <br />The comprehensive plan guides the island and the small piece of mainland for low density <br />sewered residential. The property is within the Stage 1 Growth Area (pre- 2010): municipal <br />sewer and water could be extended to serve the site. The proposed residential development is <br />compatible with the current surrounding uses and the land use and staged growth elements of <br />the City's comprehensive plan. <br />The site currently is zoned Rural and a rezoning is necessary for the project to proceed. The <br />comprehensive plan and zoning are further discussed in Item 27. The project is within a <br />shoreland overlay zone, within which the City's shoreland regulations apply. This is <br />discussed in Item 14. <br />The construction of 300 ft. bridge, which necessitates pile driving for three piers, is an <br />unusual aspect of a residential project. The potential noise and vibration has created concern <br />over impacts on existing nearby residences in the Quail Ridge neighborhood. The nearest <br />existing home is approximately 70 feet from the west end of the proposed bridge.
