Additionally, I found no detailed discussion as to how utilities, such as water, sewer,
electric transmission lines, natural gas pipeline, etc., (to be hung from the bridge), are to
be constructed so that they are "protected" in such a way that they do not create a future
adverse environmental impact. What are the potential failure mechanisms of utilities
when hung from a bridge; what are the failure rates; how might such failures affect the
environment; and how are potential failures mitigated?
Section 7. Project magnitude data:
Proposer did not provide data on the "linear" projects as provided for in the EAW
Guidelines Document.
"For linear projects such as roads, pipelines, sewers or electric transmission lines
the length should be given;"
Presumably there are roads, pipelines, sewer, electric lines and a bridge that should have
been outlined in this section. In addition, "building height" of the proposed bridge should
be addressed in this section.
Section 11. Fish, wildlife and ecologically sensitive resources
In Section b, point number 4, the proposer states:
"No wetlands will be dredged, deepened, filled, nor will any culverts be used to
connect wetland areas..."
Proposer makes an apparently contradictory statement in Section 16 by stating that
approximately 6,000 cubic yards (of earth) will be imported to the site. What are these
6,000 cubic yards of earth to be used for, if not to `1l" wetland areas? Is it really ALL
for bridge approaches "outside" of the wetland boundaries? To "fill" the peninsula lot to
make it buildable?
Section 13. Water Use
While the proposer states that dewatering will be necessary to construct various elements
of the proposed bridge, no details are provided. It is impossible to determine any
potential environmental impacts, and thus whether an Environmental Impact Study is
warranted, without some level of detail on the dewatering process.
EAW Comments, Pheasant Hills 12th Addition Page 2
