Section 14. Water - related land use management district <br />Proposer states: `Because of this and other normal zoning and development requirements <br />that cannot be met, a planned unit development (PUD) has been proposed." <br />While such requirements may, or may not, have environmental impact, the proposer <br />should enumerate, as a LIST, all such requirements that cannot be met. While this may <br />be outside of the scope of this EAW, it is not outside the scope of the proposed <br />development project. If not required here, it should be required prior to ANY project <br />go /no -go determinations being made. <br />Section 15. Water surface use. <br />Proposer did not address the following from the EAW Guidelines Document: <br />In assessing impacts on fish and wildlife resources, consider the presence of <br />colonial waterbird nesting colonies, nests of bald eagles, osprey or loons; <br />important waterfowl feeding or brooding areas; and other resources sensitive to <br />disturbance. <br />Does it apply? Has the island property been surveyed for nesting bald eagles, osprey, <br />loons or other waterfowl? <br />Section 20. Solid wastes, hazardous wastes, storage tanks. <br />This item is grossly incomplete. Proposer addresses these items only in reference to the <br />completed development (i.e. eight households) and not in reference to the development <br />and construction processes themselves. Additionally, proposer does not discuss how <br />solid wastes will transverse the bridge structure, including pipe materials, failure rates, <br />failure mechanisms, mitigations, emergency response and containment plans. <br />The EAW Guidelines states that all types of wastes (except wastewaters, liquid manure or <br />air emissions) generated by the project should be discussed in this section. This includes <br />providing the method and location of disposal of all wastes, including demonstration that <br />the proposed method/location are environmentally sound. Also all chemicals or <br />substances that will be used on the site for any purpose are to be discussed in this section. <br />Section 23. Stationary source air emissions. <br />Again the proposer addresses an item only in reference to the completed development <br />and not the development and construction processes. <br />EAW Comments, Pheasant Hills 12th Addition Page 3 <br />
