Additionally, proposer has verbalized, on previous occasions to Quail Ridge residents, <br />that he plans to "burn" (on -site) any trees /shrubs that are removed during the construction <br />process. This is an air quality issue that does not appear to be addressed anywhere in the <br />proposer's EAW. Proposer has been informed that there are several asthmatics in the <br />Quail Ridge neighborhood (including small children) whom this could detrimentally <br />effect. <br />Section 24. Odors, noise and dust. <br />As stated in the EAW Guidelines: <br />Odors. Identify any strong or potentially offensive odors and identify the <br />locations or and distances to sensitive receptors. Describe any mitigation <br />measures. Discuss both odors which have potential human health effects and also <br />those which, although they do not pose health risks, may result in a loss of quality <br />of life to surrounding neighbors due to nuisance or annoyance conditions. <br />Again the proposer has not addressed the on -site burning of trees/shrubs removed during <br />the construction process, the smoke odor created or the potential human health effects. <br />Regarding noise, the proposer has stated that the pile- driving hammer (to be used during <br />bridge construction) would create an impulsive noise in the range of 60 -65 decibels. It is <br />totally unclear, however, whether the expected 60 -65 decibels is PEAK noise, <br />AVERAGE (mean) noise, or calculated by some equation incorporating peak value, duty <br />cycle, etc.. This MUST be clarified, especially in light of proposer's statement (point #8 <br />in this section of the EAW) that "sound levels should not exceed 90 decibels measured at <br />50 feet (where the possibility of 90 decibels has never been alluded to). <br />With respect to vibration, I find it unconscionable that the proposer provides a figure <br />showing safe vibration levels for residential structures and no such figure for the human <br />body (including children), which the proposer readily admits is "quite sensitive" to such <br />vibrations. What are safe vibration levels for the human body? If "some crockery may <br />rattle ", residents near the bridge piling construction site would be living in minor to <br />moderate earthquake conditions during this phase of the construction process. <br />Section 25. Nearby resources. <br />Proposer states: <br />The wetland area surrounding the Quail Ridge development was dedicated to the <br />City with the Quail Ridge plat for parkland purposes. Part of the dedicated area is <br />located between the proposed development and the Quail Ridge development. <br />Does this imply that the proposed development will actually transverse and /or occupy <br />land that is currently dedicated Quail Ridge parkland? Nowhere have I seen mentioned <br />EAW Comments, Pheasant Hills 12 Addition Page 4 <br />
