• <br />As new development will alter the appearance of an area, the proposed bridge will change the <br />visual appearance of the area for several residents of the existing Quail Ridge development. <br />A 300 ft. bridge is not a common aspect of new development, and those residents might <br />consider the bridge an adverse visual impact. <br />27. Compatibility with plans and land use regulations. Is the project subject to an adopted local <br />comprehensive plan, land use plan or regulation, or other applicable land use, water, or resource <br />management plan of a local, regional, state or federal agency? El Yes ❑ No. <br />If yes, describe the plan, discuss its compatibility with the project and explain how any conflicts will be <br />resolved. If no, explain. <br />Comprehensive Plan: The City of Lino Lakes' comprehensive plan guides the island and <br />the tip of the peninsula —i.e., the parts of the property proposed for development —for Low <br />Density Sewered Residential land use. The rest of the property, which is mostly wetland, is <br />guided for Rural land use. <br />The site is not currently within the Metropolitan Urban Reserve Area (MUSA). Lino Lakes <br />has a reserve of MUSA acres that can be allocated to approved development projects <br />according to policies in the comprehensive plan and the requirements of a growth <br />management ordinance. The property is within a Stage 1 Growth Area (pre- 2010): <br />municipal sewer and water could potentially be extended to serve the site. <br />410 The proposed residential use is compatible with the land use and staged growth elements of <br />the comprehensive plan. <br />The comprehensive plan also establishes conceptual greenways on the land use map. <br />Greenways are corridors of protected open space managed for conservation and recreational <br />purposes. Greenway locations are generalized on the map. The city has no ownership or <br />other rights to greenways simply because they appear on the conceptual map. They are to be <br />further defined as individual development projects arise, in cooperation with the site <br />developer. A conceptual greenway overlaps much of the project site because of the extensive <br />wetlands. This greenway area could be preserved with a drainage and utility easement over <br />the wetland areas. This is a standard requirement for platting property with wetlands. <br />The transportation element of the comprehensive plan does not address a level of detail that <br />includes specific locations of new local streets. Residents in the Quail Ridge neighborhood <br />would see an increase in the number of vehicles. However, the addition of eight residential <br />units is unlikely to create significant traffic impacts. <br />The City's comprehensive park plan envisions a mini -park on this site, with a boardwalk trail <br />connection to other areas. However, this particular vision in the park plan is not feasible as <br />the City does not have plans to assemble the financial resources to construct a boardwalk or <br />purchase the island property. <br />Environmental Assessment Worksheet Page 20 Pheasant Hills 12`h Addition <br />
