• <br />• <br />28. Impact on infrastructure and public services. Will new or expanded utilities, roads, other infrastructure <br />or public services be required to serve the project? El Yes ❑ No. If yes, describe the new or additional <br />infrastructure or services needed. (Note: any infrastructure that is a connected action with respect to the <br />project must be assessed in the EAW; see EAW Guidelines for details.) <br />A private drive and bridge is proposed as a part of this project to provide access to the seven <br />lots on the island. The bridge would be approximately 300 feet long. The bridge as proposed <br />would be supported by 150 foot steel trusses. The 150 feet spans come in three pieces. One <br />pier is proposed in the center of the bridge to provide center support for the four 150 foot <br />trusses. The bridge will be supported on driven piles. The piles will driven at each end <br />abutment and at the center pier. The piles will be driven approximately 40 feet to 65 feet <br />below present grade. <br />The private drive will cross the bridge and continue along the south side of the island. On the <br />island, the proposed pavement width is 20 feet, with no curb and gutter. This reduces <br />impervious surface. Stormwater will be handled through swales, infiltration, and ultimately <br />ponding. <br />Sewer and water facilities will also be extended and installed to City specification to serve <br />this project. A lift station will be required for sanitary sewer service. The specific location of <br />the lift station on the island has yet to be determined. <br />The bridge, drive, and utilities will be owned and maintained by the homeowners' <br />association. The City will require provisions in the development agreement to enable the <br />City to step in and effect repairs, should the association fail to maintain the infrastructure, and <br />assess the cost to the property owners. <br />This development is not expected to significantly impact the existing public infrastructure. <br />City standard cul -de -sac radii are proposed to serve as adequate turn around area for <br />emergency vehicles and snow removal equipment. The proposed bridge will have a 9 -ton <br />weight capacity. The addition of eight homes will not overburden the delivery of public <br />services such as police and emergency services. The bridge and road will be built to <br />accommodate fire trucks and other vehicles. <br />Any damage to existing streets caused by construction traffic must be repaired at the <br />developer's cost. <br />Though the site does not experience a great number of watercraft, some people do use canoes <br />in the area. If the bridge is high enough above the water surface, canoe use will not be <br />prevented. <br />29. Cumulative impacts. Minnesota Rule part 4410.1700, subpart 7, item B requires that the RGU consider <br />the "cumulative potential effects of related or anticipated future projects" when determining the need for <br />an environmental impact statement. Identify any past, present or reasonably foreseeable future projects <br />that may interact with the project described in this EAW in such a way as to cause cumulative impacts. <br />Describe the nature of the cumulative impacts and summarize any other available information relevant to <br />Environmental Assessment Worksheet Page 22 Pheasant Hills 12'" Addition <br />
