• 3. Individual custom grading of each will be examined to minimize impacts to the existing <br />topography and minimize other impacts to the environment. <br />• <br />4. The construction of rainwater gardens in individual lots may be possible, increasing <br />infiltration of stormwater runoff. <br />5. A delineated preservation area on the north side of the island will be clearly marked <br />during clearing and construction on the site. Care will be exercised to not damage <br />valuable trees or disturb designated buffer zones. This area will remain in a natural state. <br />Covenants will be used so property owners cannot remove vegetation in this area. <br />Monuments will be posted delineating this area. Drainage from the rear of the homes will <br />travel through this area allowing infiltration and reducing runoff. <br />6. Using roof leaders to direct runoff away from impervious services will reduce the volume <br />of runoff from the site. <br />7. Covenants can be included in homeowners' association by laws to prohibit the use of <br />phosphorous on the lawns. <br />8. The posting of signs and other aspects of a protection plan, as recommended by MN <br />DNR, can help protect Blanding's Turtles. <br />9. A specific bridge design will be reviewed for any wetland/lake fill or dewatering. The <br />clearance under the bridge will be examined for canoe access. <br />10. The City will require utility and roadway specifications of greater detail than have been <br />submitted to date. Comments on the EAW may provide information that will aid in <br />adjusting in finalizing plans to reduce environmental impacts. <br />11. The City would require a pre - construction survey and monitoring program for noise and <br />vibration. <br />12. The City would require posting of Blanding's Turtle information and the use of <br />mechanical vegetation management rather than chemical. <br />13. Damage to existing streets should be considered in the establishment of financial <br />securities for a development agreement for the project. <br />14.
